EVALUACIÓN DE LA CONTAMINACIÓN SONORA EN LA ZONA DE INFLUENCIA DIRECTA DEL HOSPITAL ROSARIO PUMAREJO DE LÓPEZ EN VALLEDUPAR-CESAR

Se realizó un estudio de contaminación sonora en el Hospital Rosario Pumarejo de López en la ciudad de Valledupar – Cesar, para analizar la contaminación sonora en la zona de influencia directa de dicho Hospital, se diseñó un programa de mediciones tomando como guía las especificaciones de la resolución 0627 de 2006, que regula emisiones de ruido y ruido ambiental, usando los niveles del sector (A) tranquilidad y silencio donde están incluidos los hospitales, y sector (C) Ruido Intermedio Restringido para vías arterias y vías principales; las cuales se incluyen debido a que el hospital está ubicado en una zona central cerca de las vías principales y es bastante transitada. Para el desarrollo del estudio se realizaron 4 etapas metodológicas que consistían en: 1. una revisión bibliográfica, 2. la determinación de los niveles de presión sonora generados en la zona de influencia directa del hospital Rosario Pumarejo de López, 3. Comparar los resultados obtenidos en las mediciones NPS realizadas en el Hospital, con los estándares máximos permisibles de la normativa guía (resolución 0627 de 2006) y 4. Diseñar un programa de mediciones de control de ruido en base al anexo 3 de la resolución 0627 de 2006 correspondiente a emisiones de ruido y ruido ambiental que incluya alternativas de prevención, corrección y mitigación de los impactos ambientales y ocupacionales. ABSTRACT A sound pollution study was conducted at the Hospital Rosario Pumarejo de López in the city of Valledupar - Cesar, to analyze noise pollution, in the area of direct influence of said Hospital, a measurement program was designed taking as a guide the specifications of resolution 0627 of 2006, which regulates emissions of noise and environmental noise, using the levels of the sector (A) tranquility and silence where hospitals are included, and sector (C) Noise Restricted Intermediate for arteries and main roads; which are included because the hospital is located in a central area near the main roads and is quite busy. For the development of the study, 4 methodological stages were carried out that consisted of: 1. a bibliographic review, 2. the determination of the sound pressure levels generated in the area of direct influence of the Rosario Pumarejo de López hospital, 3. Compare the results obtained in NPS measurements carried out in the Hospital, with the maximum permissible standards of the guideline regulation (resolution 0627 of 2006) and 4. Design a program of noise control measurements based on annex 3 of resolution 0627 of 2006 corresponding to emissions of noise and environmental noise that includes alternatives for prevention, correction and mitigation of environmental and occupational impacts. Este estudio tiene como objetivo caracterizar las empresas de servicios públicos de aseo, acueducto y alcantarillado en los municipios de la provincia norte del departamento del Cesar, Colombia. La investigación analiza el marco normativo, técnico, administrativo, financiero y social de estas entidades, con el fin de identificar sus estructuras organizacionales, fortalezas, debilidades y niveles de compromiso socioambiental. Se empleó un enfoque cualitativo basado en la teoría fundamentada y el método etnográfico, mediante entrevistas semiestructuradas y observación directa. Se evidencian múltiples problemáticas relacionadas con la calidad y continuidad del servicio, deficiente gestión administrativa, falta de cultura ciudadana y limitaciones financieras. Este trabajo busca ser una herramienta de análisis y mejora, promoviendo alianzas entre empresas, comunidad y academia para el fortalecimiento institucional y la prestación eficiente de los servicios. ABSTRACT This study aims to characterize public utility companies responsible for sanitation, water supply, and sewage services in the northern province of the Cesar department, Colombia. The research analyzes the regulatory, technical, administrative, financial, and social frameworks of these entities to identify their organizational structures, strengths, weaknesses, and socio-environmental commitments. A qualitative approach was used, based on grounded theory and ethnographic methods, through semi-structured interviews and direct observation. The study reveals multiple issues related to service quality and continuity, poor administrative management, lack of civic culture, and financial limitations. This research serves as a tool for analysis and improvement, encouraging alliances between companies, the community, and academia to strengthen institutions and improve service delivery. RESUMEN El cambio climático es uno de los problemas de mayor importancia a resolver en el último siglo y ha provocado la necesidad de implementar diversos estudios que faciliten la identificación de los impactos ocasionados por estos. Una de las principales actividades que inciden en la alteración de la variabilidad climática y por consiguiente en el cambio climático es la minería de carbón a cielo abierto. La teledetección ha sido utilizada como una valiosa herramienta que nos permite establecer indicadores de degradación y conservación de los recursos naturales, entre las técnicas derivadas del manejo de datos de satélites multiespectrales, se destacan el empleo de los índices de variabilidad climática. En ese sentido, el presente proyecto de investigación consistió en el desarrollo de índices de evaluación de la cantidad y calidad de vegetación NDVI, MSI, SAVI y un índice de temperatura superficial TS, obtenidos de imágenes satelitales del programa LANDSAT del año 1989 y entre el periodo 2014 y 2017, en área de estudio se centro en la zona minera del Departamento del Cesar, se analizo el comportamiento de la temperatura superficial, se realizó una correlación entre la TS y el NDVI y por ultimo se determinaron los mayores valores de cada uno de los índices en los municipios que conforman el área de estudió. Entre Los resultados más destacados de la investigación están el incremento de temperatura superficial entre el año 1989 y 2017 de aproximadamente 5°C, se evidencio una correlación moderada entre la Temperatura superficial y el estado de la vegetación, en cuanto a las dinámicas de los índices NDVI, MSI y SAVI se presentó un deterioro considerable en las condiciones de la vegetación presente en el área influenciada por la actividad minera. ABSTRACT Climate change is one of the most significant problems to solve in the last century, necessitating various studies to identify its impacts. One of the main activities contributing to climate variability and, consequently, to climate change is open-pit coal mining. Remote sensing has been a valuable tool for establishing indicators of natural resource degradation and conservation. Among the techniques derived from handling multispectral satellite data, the use of climate variability indices stands out. In this regard, the present research project focused on developing evaluation indices for vegetation quantity and quality (NDVI, MSI, SAVI) and a surface temperature index (TS). These were derived from LANDSAT satellite images from 1989 and between 2014 and 2017. The study area centered on the mining zone of the Cesar Department in Colombia. We analyzed surface temperature behavior, performed a correlation between TS and NDVI, and determined the highest values for each index in the municipalities within the study area. Among the most notable results, we found an approximate 5°C increase in surface temperature between 1989 and 2017. A moderate correlation was evident between surface temperature and vegetation health. Regarding the dynamics of the NDVI, MSI, and SAVI indices, there was a considerable deterioration in the vegetation conditions present in the area influenced by mining activity. Esta investigación tuvo como objetivo diseñar un sistema de energía alternativa (fotovoltaica) para mejorar las condiciones en la granja experimental de la Universidad Popular del Cesar, ubicada en la vereda el Cielo, corregimiento de Valencia de Jesús, al s del municipio de Valledupar. Para alcanzar el objetivo propuesto y los específicos se siguió el siguiente procedimiento.: para el levantamiento de información primaria se eligió como instrumentos de recolección de datos un software o programa de cálculo llamado PVSYST, que modela y optimiza sistemas de potencia distribuida y simplifica la tarea de evaluación de diseños tanto de sistemas de energía fuera de la red como conectadas a la red para una variedad de aplicaciones y así determinar el dimensionamiento de la potencia necesaria, según el consumo, el horario del mismo y la colocación de los paneles, con sus pérdidas y rendimientos; brindando los elementos necesarios para llegar al diseño del sistema de energía solar fotovoltaica en la granja experimental de la Universidad Popular del Cesar. De igual manera para llevar a cabo el proyecto se utilizó una metodología basada en fuentes de información secundaria y bibliográfica para alcanzar la dimensión y crear los detalles de ingeniería y así poder cumplir con los objetivos propuestos. Así mismo con este proyecto los autores desean incrementar el uso de los recursos naturales para generar nuevas alternativas de energías más limpias y libres de contaminación aprovechando el uso de la luz solar. ABSTRACT This research aimed to design an alte system (photovoltaic) to improve conditions in the experimental farm of the Popular University of Cesar, located in the village of El Cielo, corregimiento of Valencia de Jesus, south of the municipality of Valledupar. To achieve the proposed and specific objectives, the following procedure was followed: for the collection of primary information, a software or calculation program called PVSYST was chosen as data collection instruments, which models and optimizes distributed power systems and simplifies the task. for evaluating designs of both off-grid and grid-connected power systems for a variety of applications and thus determine the sizing of the necessary power, according to consumption, its schedule and the placement of the panels, with their losses and returns; providing the necessary elements to arrive at the design of the photovoltaic solar energy system in the experimental farm of the Popular University of Cesar. In the same way to carry out the project, a methodology based on secondary and bibliographic information sources was used to reach the dimension and create the engineering details and thus be able to meet the proposed objectives. Likewise, with this project, the authors wish to increase the use of natural resources to generate new alternatives for cleaner and pollution-free energy by taking advantage of the use of sunlight.
