Abstract
La presente investigación se llevó a cabo para diseñar e implementar una estructura de aprovechamiento y disposición final de los residuos sólidos, generados en el municipio de San Juan del Cesar, La Guajira, donde se analizó la situación actual del municipio, en cuanto a la generación, aprovechamiento y disposición final de los residuos sólidos generados por la población y el cumplimiento legal de la gestión por parte de la entidad competente.
Dentro de las actividades se conformó un punto de partida con la identificación de la condición actual del manejo de los residuos de la zona de estudio, logrando determinar la composición de los residuos sólidos urbanos. Los materiales más representativos fueron el 77% materia orgánica, papel y plástico el 17% y el 4% restante repartido entre residuos textiles, arenas, esponja y otros.
La evaluación de los resultados de esta investigación denoto dos puntos importantes, por un lado, la factibilidad de aplicar un plan de gestión de aprovechamiento de los residuos, ya que más del 90% de estos son aprovechables y por otra parte la necesidad que existe de implementar un plan de disposición final que cumpla con las necesidades actuales de la población.
El plan propuesto incorporó programas de aprovechamiento, donde se estableció la estrategia de liderazgo ambiental a través de la gestión de los residuos y materiales reciclables con potencial de aprovechamiento, estructurando los indicadores de seguimiento, los cuales permitieron llevar un control eficiente de los residuos generados en el municipio de San Juan del Cesar, La Guajira.
ABSTRACT
This research was carried out to design and implement a structure for the use and final disposal of solid waste, generated in the municipality of San Juan del Cesar, La Guajira, analyzing the current situation of the municipality, in terms of generation, use and final disposal of solid waste generated by the population and the legal compliance of the management by the competent entity.
Within the activities, a starting point was established basically with the identification of the current condition of waste management in the study area, managing to determine the composition of urban solid waste, where the most representative materials were 77% organic matter, paper, and plastic 17% and the remaining 4% is distributed between textile waste, sand, sponge, and others.
The evaluation of the results of this research denoted two important points, on the one hand, the feasibility of applying a management plan for the use of waste, because more than 90% of these are usable and on the other hand the need that exists to implement a final disposal plan that meets the current needs of the population.
The proposed plan incorporated recovery programs, where the environmental leadership strategy was established through the management of waste and recyclable materials with potential for use, structuring the monitoring indicators, which allowed efficient control of the waste generated in the municipality of San Juan del Cesar, La Guajira.
