Abstract
La Reserva Forestal Protectora Los Ceibotes es parte de la Jurisdicción Del Municipio De Valledupar - Vereda Nuevo Mundo - Departamento Del Cesar, hace parte del corregimiento de Mariangola, con 300 hectáreas en las que se cultiva principalmente cacao, mediante el acuerdo 050 de julio de 2013 por el consejo directivo de Corpocesar. La RFPR es hábitat de diversidad de especies arbóreas como lo son las ceibas y plantas de cacao principalmente, así como especies de aves que en esta habitan (Corpocesar, 2017). La investigación tuvo por objeto diseñar el Esquema De Pagos Por Servicios Ambientales Para La Reserva Forestal Protectora Los Ceibotes Jurisdicción Del Municipio De Valledupar - Vereda Nuevo Mundo - Departamento Del Cesar. Se realizó por tres fases: realizar un diagnóstico socioambiental y económico de La Reserva Forestal; determinar el valor económico, social y ambiental de los servicios y bienes ambientales prestados y establecer el mecanismo de pago para conservación de los servicios y bienes ambientales prestados. Los resultados estimaron el incentivo anual es de $ $35.476.560 este valor puede aumentar o disminuir teniendo en cuenta el índice de precios al consumidor del respectivo año o la inflación. El sistema PSA diseñado es un mecanismo promisorio para mejorar las condiciones de diversos recursos porque pueden sirve como instrumento de sensibilización de la población participante respecto al valor de los recursos naturales. Además, facilitan la solución de conflictos y la obtención de consensos entre los actores y mejoran la eficiencia en la asignación de recursos naturales, sociales y económicos.
ABSTRACT
The Los Ceibotes Protective Forest Reserve is part of the Jurisdiction of the Municipality of Valledupar - Vereda Nuevo Mundo - Department of Cesar, is part of the township of Mariangola, with 300 hectares in which cocoa is grown mainly, through agreement 050 of July 2013 by the board of directors of Corpocesar. The RFPR is habitat for a diversity of tree species such as ceibas and cocoa plants, mainly, as well as bird species that inhabit it (Corpocesar, 2017). The purpose of the research was to design the Scheme of Payments for Environmental Services for the Los Ceibotes Protective Forest Reserve Jurisdiction of the Municipality of Valledupar - Vereda Nuevo Mundo - Department of Cesar. It was carried out in three phases: carry out a socio-environmental and economic diagnosis of the Forest Reserve; determine the economic, social, and environmental value of the environmental services and goods provided and establish the payment mechanism for the conservation of the environmental services and goods provided. The results estimated the annual incentive is $35,476,560, this value can increase or decrease considering the consumer price index of the respective year or inflation. The designed PSA system is a promising mechanism to improve the conditions of various resources because it can serve as an instrument to raise awareness among the participating population regarding the value of natural resources. In addition, they facilitate the resolution of conflicts and the achievement of consensus among the actors and improve the efficiency in the allocation of natural, social, and economic resources.
