dc.description.abstractEl presente proyecto tuvo como objetivo principal evaluar el índice de gobernanza ambiental en las entidades gubernamentales del Municipio de Valledupar, analizando la trayectoria institucional ambiental de estas entidades, por otro lado, se valoró la gobernanza y la gestión ambiental en cada una de las entidades en el Municipio de Valledupar, utilizando el modelo establecido por Issa Gutiérrez & Morales Pinzón (2017) que dicta que para el análisis de la gobernanza y gestión ambiental en cada una de las entidades a estudiar, se puntuara usando una escala ordinal, buscando determinar su nivel de cumplimiento y valorando el Índice de Gobernanza Ambiental, por último, se busca proponer alternativas para el mejoramiento de la Gobernanza Ambiental en la Ciudad de Valledupar. Las entidades estudiadas fueron la Alcaldía Municipal de Valledupar, Contraloría Municipal de Valledupar, Corporación Autónoma Regional Del Cesar, Defensoría del Pueblo, Empresa de Servicios Públicos de Valledupar – Emdupar SA ESP. Esta investigación arrojo como resultado que el índice de gobernanza ambiental de las entidades estudiadas, la mayor calificación de gobernanza ambiental fue la Corporación Autónoma Regional del Cesar, ya que esta es la encargada del buen control y buen manejo ambiental en el departamento del Cesar. Por otro lado, la Defensoría del Pueblo obtuvo un puntaje de 43% establecido como gobernanza ambiental deficiente. ABSTRACT The main objective of this project was to evaluate the environmental governance index in the governmental entities of the Municipality of Valledupar, analyzing the environmental institutional path of these entities, on the other hand, environmental governance and management in each of the entities in the Municipality of Valledupar, using the model established by Issa Gutiérrez & Morales Pinzón (2017) that dictates that for the analysis of environmental governance and management in each of the entities to be studied, it will be scored using an ordinal scale, seeking to determine its level of compliance and evaluating the Environmental Governance Index, finally, it seeks to propose alternatives for the improvement of Environmental Governance in the City of Valledupar. The entities studied were the Municipal Municipality of Valledupar, Municipal Comptroller of Valledupar, Corporación Autónoma Regional Del Cesar, Defensoría del Pueblo, Public Services Company of Valledupar - Emdupar SA ESP. This research resulted in the environmental governance index of the entities studied, the highest environmental governance rating was the Regional Autonomous Corporation of Cesar, since it is in charge of good control and good environmental management in the department of Cesar. On the other hand, the Ombudsman's Office obtained a score of 43% established as poor environmental governance. Palabras clave: Gobernanza Ambiental; Índice; Buen Gobierno; Gestión Ambiental.
