Abstract
El presente artículo se centra en mostrar como el conflicto interno armado golpeó al corregimiento de Guacoche y al municipio de Valledupar. Ambos fueron irrumpidos en 1997, por el paramilitarismo; los cuales contaron con el apoyo estatal para defender el statu quo y combatir a los grupos guerrilleros que amenazaban su cohesión social y privilegios. Sin embargo, las víctimas entre esa violencia fueron resistente y resiliente para construir una memoria histórica y colectiva que lleve a la reparación, no repetición y conciliación para tejer la paz. Aunque esto ha tenido un avance con la Ley 1448 de 2011.
Además, para mostrar los estragos que ocasionó el conflicto interno armado en los dos territorios—Guacoche y Valledupar— del Cesar, se realizaron entrevistas con el fin de continuar construyendo una conciencia colectiva que conlleve a sustituir la guerra por la paz. Para ellos, se estableció un enfoque desde el paradigma interpretativo, con un método de estudio de caso y grupos focales para reconstruir estos hechos que marcaron toda una generación y ésta no está dispuesta a que otras generaciones sufran el horror de la violencia. Más aún, cuando no tuvieron nada que ver y llegan a imponerla para rebatarle la esperanza y futuro a las comunidades.
Por tanto, existe la necesidad en los territorios construir espacios de paz tal como la ley de víctimas y otras normas elementales que son fundamentales y que le apuntan a la convivencia y armonía entre las instituciones y los ciudadanos. Claro está que, la violencia no solo requiere intervenciones institucionales para contenerla, sino también comunitarias en donde los ciudadanos deben de asumir comportamientos que contribuyan a crear estos espacios y las instituciones deben fortalecer esas iniciativas promovidas por ellos. Y, es esa la hipótesis de este trabajo investigativo.
Abstract
This article focuses on showing how the internal armed conflict hit the town of Guacoche and the municipality of Valledupar. Both were invaded in 1997, by paramilitarism; which had state support to defend the status quo and combat the guerrilla groups that threatened their social cohesion and privileges. However, the victims of that violence were resistant and resilient to build a historical and collective memory that leads to reparation and not repetition and conciliation to weave peace. Although this, progress has been made with Law 1448 of 2011.
Furthermore, to show the havoc caused by the internal armed conflict in the two territories—Guacoche and Valledupar—of Cesar, interviews were conducted in order to continue building a collective consciousness that leads to replacing war with peace. For them, an approach was established from the interpretive paradigm, with a case study method and focus groups to reconstruct these events that marked an entire generation and they are not willing to let other generations suffer the horror of violence. Even more so, when they had nothing to do with it and they go so far as to impose it to deny the hope and future of the communities.
Therefore, there is a need in the territories to build spaces of peace such as the law on victims and other elementary norms that are fundamental and that aim at coexistence and harmony between the institution and citizens. Of course, violence not only requires institutional interventions to contain it, but also community interventions where citizens must assume behaviors that contribute to creating spaces of peace and institutions must strengthen those initiatives promoted by them. And that is the hypothesis of this investigative work.
