Abstract
La realización de un Plan de Manejo Ambiental (PMA) es un instrumento indispensable en la realización de las disposiciones legales en el ámbito ambiental nacional y como mecanismo de ayuda para colaborar con la protección y preservación del medio ambiente(Zeleňáková & Zvijáková, 2017). El PMA tiene como objetivo mitigar, compensar o eliminar progresivamente en plazos racionales, los impactos ambientales negativos generados por una obra o actividad en desarrollo. Las practicas formularon una Guía Técnica Para La evaluación De los Planes De Manejo Ambiental En Las Distintas Obras Civiles Ejecutadas En El Municipio De San Diego, Cesar., por medio de tres fases: identificar, según el tipo de proyecto, obra o actividad, los criterios de evaluación y condiciones mínimas que debe contener el Plan de Manejo Ambiental, establecer el programa de seguimiento y monitoreo ambiental del proyecto, obra o actividad civil Ejecutadas En El Municipio De San Diego, Cesar, y realizar jornadas de socialización de la guía Técnica Para La Realización De Planes De Manejo Ambiental En Las Distintas Obras Civiles con la comunidad del municipio. La guía para la evaluación de PMA por parte de la Alcaldia de San Diego, es el instrumento de los subproyectos obras o actividades que definen las acciones para mitigar, compensar o prevenir, los impactos ambientales y sociales negativos generados por una obra o actividad en desarrollo.
The development of an Environmental Management Plan (EMP) is an essential tool for complying with national environmental legal provisions and serves as a mechanism to support the protection and preservation of the environment (Zeleňáková & Zvijáková, 2017). The EMP aims to mitigate, compensate for, or progressively eliminate, within reasonable timeframes, the negative environmental impacts generated by a project or ongoing activity.
The academic practices led to the formulation of a Technical Guide for the Evaluation of Environmental Management Plans in Various Civil Works Carried Out in the Municipality of San Diego, Cesar, through three phases: identifying, according to the type of project, work, or activity, the evaluation criteria and minimum conditions that the Environmental Management Plan must include; establishing the environmental monitoring and follow-up program for the project, work, or civil activity carried out in the municipality of San Diego, Cesar; and conducting community outreach sessions to socialize the Technical Guide for the Implementation of Environmental Management Plans in Various Civil Works.
The guide for evaluating EMPs, developed by the San Diego Mayor’s Office, serves as the instrument for subprojects, works, or activities that define the actions to mitigate, compensate for, or prevent the negative environmental and social impacts generated by a project or activity in progress.
