Abstract
El Cerro Minalkawa o Hurtado, fue considerado desde 1996 como Reserva Ecológica y Patrimonio Natural de Valledupar, este ecosistema se ha visto afectado por la implementación de obras civiles alrededor de él, las cuales amenazan de manera implícita la reducción del área del cerro y a su vez los aspectos ambientales, como su estructura y la biodiversidad que existe dentro del ecosistema. El objetivo de este trabajo de investigación recae en valorar económicamente los impactos ambientales significativos que se presentan sobre el Cerro Minalkawa; para el cumplimiento de este objetivo primordialmente se hizo una descripción del área de estudio con el fin de identificar los aspectos e impactos ambientales que se producen en la reserva ecológica, para luego realizar una Evaluación de Impacto Ambiental mediante la metodología de la Empresa Pública de Medellín (EPM) o Método Arboleda, que a través de la identificación, calificación y clasificación de los impactos ambientales se estima el valor económico ambiental del cerro, y posteriormente identificar los servicios ecosistémicos que el Cerro Minalkawa genera mediante una lista de chequeo propuesta por la Organización de las Naciones Unidas para la Alimentación y la Agricultura (FAO) dando como resultado que el 95% de estos servicios ambientales son propios del ecosistema. Finalmente, se estimó la disponibilidad de pago para la conservación y recuperación del cerro mediante un modelo de regresión siguiendo los lineamientos de la guía de valorización económica.
ABSTRACT
The Minalkawa or Hurtado Hill, was considered since 1996 as an Ecological Reserve and Natural Heritage of Valledupar, this ecosystem has been affected by the implementation of civil works around it, which implicitly threaten the reduction of the area of the hill and in turn environmental aspects, such as its structure and the biodiversity that exists within the ecosystem. The objective of this research work lies in economically assessing the significant environmental impacts that occur on Cerro Minalkawa; To fulfill this objective, primarily a description of the study area was made in order to identify the environmental aspects and impacts that occur in the ecological reserve, to then carry out an Environmental Impact Assessment using the methodology of the Public Company of Medellín. (EPM) or Arboleda Method, which through the identification, qualification and classification of environmental impacts, the environmental economic value of the hill is estimated, and later identify the ecosystem services that Cerro Minalkawa generates through a checklist proposed by the Organization of the United Nations for Food and Agriculture (FAO) giving as a result that 95% of these environmental services are specific to the ecosystem. Finally, the availability of payment for the conservation and recovery of the hill was estimated through a regression model following the guidelines of the economic valuation guide.
