Abstract
Los conflictos socio-ambientales representan un panorama problemático en el contexto colombiano desde diferentes escenarios asociados al daño y degradación del ambiente, la vulneración de derechos, la legalidad de la norma y el papel del Estado. (Valencia, 2020); El objetivo general de esta investigación es la evaluación de los conflictos socioambientales generados por la explotación de material de arrastre en el Rio La Mula, jurisdicción del Corregimiento de Rinconhondo, Cesar, mediante el desarrollo de tres etapas: la primera, la identificación de los conflictos socioambientales, luego el análisis mediante el uso del Modelo Analítico FMPEIR (Fuerzas motrices, Presión, Estado, Impacto y Respuesta) y por último, la formulación de alternativas de solución a los conflictos socioambientales identificados; Como resultado al desarrollo metodológico se obtuvieron en total 4 conflictos socioambientales (Explotación de material de arrastre, disposición inadecuada de residuos sólidos, tala de árboles y concesiones ilegales), para lo cual se determinó el índice de conflicto socioambiental y se formularon 3 estrategias de solución (Educación ambiental como eje transversal del desarrollo económico del territorio, veedurías ciudadanas como mecanismo de control socioambiental y la Articulación interinstitucional en el control y seguimiento Ambiental).

ABSTRACT
Socio-environmental conflicts represent a problematic panorama in the Colombian context from different scenarios associated with damage and degradation of the environment, the violation of rights, the legality of the norm and the role of the State. (Valencia, 2020); The general objective of this research is the evaluation of the socio-environmental conflicts generated by the exploitation of drag material in the La Mula River, jurisdiction of the Corregimiento de Rinconhondo, Cesar, through the development of three stages: the first, the identification of conflicts socio-environmental, then the analysis through the use of the FMPEIR Analytical Model (Driving Forces, Pressure, State, Impact and Response) and finally, the formulation of alternative solutions to the identified socio-environmental conflicts; As a result of the methodological development, a total of 4 socio-environmental conflicts were obtained (exploitation of dragging material, inadequate disposal of solid waste, logging and illegal concessions), for which the socio-environmental conflict index was determined and 3 solution strategies were formulated. (Environmental education as a transversal axis of the development economic of the territory, citizen oversight as a socio-environmental control mechanism and inter-institutional articulation in environmental control and monitoring).
