Abstract
Los pagos por servicios ambientales-PSA-son incentivos ofrecidos a los agricultores o propietarios de tierras a cambio de administrar sus tierras para proporcionar algún tipo de servicio ecológico. en el municipio de Pueblo Bello no existe interconexión de suministro de gas natural, de manera que todos los habitantes cocinan utilizando pipetas o talando árboles, siendo estas dos últimas alternativas nocivas para la seguridad pública, la economía de los hogares y la protección del medio ambiente, potencializando la ocurrencia de incendios forestales. La investigación tuvo por objeto diseñar de un esquema por Pago por Servicios Ambientales (PSA) para reforestación de bosques de alta montaña en vereda “La Neblina” de Pueblo Bello - Cesar. Se realizó por medio de 3 fases. La primera consistió en Identificar las condiciones socio ambientales en la vereda; la segunda en determinar los costos de oportunidad asociados a los procesos de reforestación, y por último, diseñar el esquema PSA. Se identificaron los impactos ambientales de la zona, los más relevantes en categoría severo fue la emoción de la cobertura vegetal por incendios forestales, y en categoría moderado la erosión del suelo, y contaminación de fuentes hídricas. Se determinó que la disposición de pago obtenida por medio del método contingente DPA, es de $1.900 COP. Así mismo, se diseñó el esquema de pago identificando actores claves en el desarrollo como lo son los proveedores, beneficiarios e instituciones intermedias. Se recomendó realizar inventarios forestales y aumentar el muestreo poblacional.
ABSTRACT
Payments for environmental services-PES-are incentives offered to farmers or landowners in exchange for managing their land to provide some type of ecological service. in the municipality of Pueblo Bello there is no interconnection of natural gas supply, so that all the inhabitants cook using pipettes or cutting down trees, these last two alternatives being harmful to public safety, the household economy, and the protection of the environment, potentiating the occurrence of forest fires. The purpose of the research was to design a scheme for Payment for Environmental Services (PSA) for reforestation of high mountain forests in the "La Neblina" village of Pueblo Bello - Cesar. It was carried out through 3 phases. The first consisted of identifying the socio-environmental conditions in the village; the second to determine the opportunity costs associated with reforestation processes, and finally, to design the PES scheme. The environmental impacts of the area were identified, the most relevant in the severe category was the emotion of the vegetation cover due to forest fires, and in the moderate category soil erosion, and contamination of water sources. It was determined that the payment provision obtained through the DPA contingent method is $1,900 COP. Likewise, the payment scheme was designed identifying key actors in development such as providers, beneficiaries, and intermediate institutions. It was recommended to carry out forest inventories and increase population sampling.
