Abstract
La Reserva Natural de la Sociedad Civil “EL BOSQUE SECO DE JACOB MOISES LUQUE”, una extensión superficiaria total de trescientos cuarenta y ocho hectáreas con dos mil ciento cinco metros cuadrados (348Ha 2105m2), a favor del predio denominado "Rio de Janeiro". Según la visita técnica realizada a la RNSC por Corpocesar (2017), se pudo evidenciar relictos de bosque natural con presencia de especies propias del Bosque Seco Tropical (BsT), estas se encuentran en estado de deterioro degradación del suelo a causa de incendios forestales presentados para el año 2016, con un aproximado de 20,3 hectáreas. El proyecto tuvo como objetivo Diseñar Un Esquema De Pagos Por Servicios Ambientales-PSA- Para El Bosque Seco De Jacob Moisés Luque Jurisdicción Del Corregimiento El Jabo, Municipio De Valledupar, Cesar, por medio de tres fases: Caracterizar socio-ambientalmente la reserva natural, determinar la disposición a pagar por parte de los habitantes y finalmente, plantear un mecanismo de pago para el aprovechamiento sostenible y conservación de los recursos. El esquema de PSA diseñado puede ser una alternativa de gestión ante el deterioro de los recursos en la Reserva Natural del Bosque seco, debido a que, su formulación contempla la identificación de variables físicas, sociales y económicas, que en conjunto pueden llevar a acuerdos entre actores del territorio para lograr la sostenibilidad en el mismo, además de ser una alternativa para el desarrollo local de las comunidades que allí habitan, al generarse para ellas una fuente de ingreso económico por las actividades de conservación que realizarían.
ABSTRACT
The Natural Reserve of the Civil Society "EL BOSQUE SECO DE JACOB MOISES LUQUE", a total surface area of three hundred and forty-eight hectares with two thousand one hundred and five square meters (348Ha 2105m2), in favor of the property called "Rio de Janeiro". According to the technical visit made to the RNSC by Corpocesar (2017), it was possible to demonstrate relicts of natural forest with the presence of species typical of the Tropical Dry Forest (BsT), these are in a state of deterioration soil degradation due to forest fires for the year 2016, with an approximate area of 20.3 hectares. The objective of the project was to design a Payment Scheme for Environmental Services-PSA- for the Jacob Moisés Luque Dry Forest, Jurisdiction of the Corregimiento El Jabo, Municipality of Valledupar, Cesar, through three phases: Socio-environmentally characterize the natural reserve, determine the willingness to pay on the part of the inhabitants and finally, propose a payment mechanism for the sustainable use and conservation of resources. The designed PSA scheme can be a management alternative to the deterioration of resources in the Dry Forest Natural Reserve, because its formulation contemplates the identification of physical, social and economic variables, which together can lead to agreements between actors of the territory to achieve sustainability in it, in addition to being an alternative for the local development of the communities that live there, by generating for them a source of economic income for the conservation activities that they would carry out.
