Abstract
RESUMEN
La situación climática a nivel mundial es de particular atención, no solamente para los gobiernos sino para toda persona viviente en este planeta ya que de alguna u otra manera terminaron afectándolos en el tiempo. Las temperaturas, las lluvias en exceso, las nevadas y todos aquellos trastornos climáticos que hoy se ven constantemente. Esto sin duda alguna puede golpear de alguna forma o se está haciendo más evidente, en el sector agrícola y lo que corresponde a la seguridad alimentaria a nivel mundial, que evidentemente estos serán los grandes retos el para la tan anhelada sostenibilidad y seguridad alimentaria. Es allí donde la agricultura toma relevancia para llevarla hasta la adaptación para poder alimentar a la población mundial. Colombia y el departamento del César están viviendo esta situación entidades oficiales como lo es el IDEAM así lo demuestran y los estudios realizados por entidades como la FAO el Banco Interamericano de Desarrollo (BID) y hasta la misma CEPAL, manifestando qué será los países de trópico seco los que especialmente se verán afectados por esta calamidad. Por lo tanto en el siguiente trabajo se estudiaran los cultivos de mayor incidencia para poder describir qué tanta afectación han tenido o le han provocado los trastornos climáticos y de qué manera, el gobierno Departamental y Nacional toma la afectación climática en el desarrollo de sus políticas
ABSTRACT The global climate situation is of particular attention, not only for governments but for every living person on this planet since in some way or another they ended up affecting them in time. temperatures, excessive rains, snowfalls and all those climatic disorders that are constantly seen today. This undoubtedly can hit in some way or is becoming more evident, in the agricultural sector and what corresponds to food security worldwide, that obviously these will be the great challenges for the long-awaited sustainability and food security. It is there where agriculture becomes relevant to bring it to adaptation to feed the world's population. Colombia and the department of Cesar are experiencing this situation, official entities such as IDEAM, and studies carried out by entities such as FAO, the Inter-American development Bank (BID) and even CEPAL, show what will be the tropical countries dry those who will especially be affected by this calamity. Therefore, in the following work, the crops with the highest incidence will be studied to be able to describe how much impact the climatic disorders have had or have caused and in what way, the departmental and national government takes the climatic affectation in the development of its policies
