This research aimed to analyze citizen appropriation of urban facilities in Commune 3 of Valledupar, identifying the main spaces used by the community, the factors that limit civic culture, the consequences of these limitations, and strategies that can contribute to improving the responsible, participatory, and sustainable use of these spaces. The study was developed using a structural-functionalist approach, allowing for an understanding of the relationship between social institutions, civic culture, and the processes of appropriating public space. The results showed that the main urban facilities used by the community are parks, sports fields, educational institutions, and community spaces, which serve functions related to recreation, coexistence, and social integration. Furthermore, the study identified insufficient civic education, a weak sense of belonging, limited community participation, and limitations in institutional actions aimed at the upkeep of public spaces as limiting factors of civic culture. Finally, strategies were formulated to strengthen civic education, community participation, the social appropriation of public space, institutional coordination, and the training of community agents committed to the conservation of urban infrastructure.
